Carbon limits to become mandatory

The former head of a United Nations effort to reduce greenhouse gas emissions says businesses should accept that change is on the way and it will be legally binding.

On the heels of the recent Durban climate change conference, delegate countries agreed to work on a new worldwide agreement to legally limit carbon dioxide emissions. Plans call for the treaty to be signed in 2015 and would come into effect in 2020.
